Born in 1948 in Moscow.
In 1972 - graduated from the Moscow University on Land Use Planning. Candidate of technical sciences, associate professor.
In 1972 - 1992 - Head of the Laboratory, assistant, Senior Lecturer, Head of the Department of Higher Geodesy and Cartography of the Moscow University on Land Use Planning.
In 1992 - 1996 - Director of the Russian Center for the scientific support of land reform (RSRC “Zemlya”).
In 1996 - 1998 - General Director of the Federal Cadastral Centre “Zemlya”.
In 1998 - 1999 - Deputy Minister of Land Policy, Housing and Communal Services.
From January to June 1999 - Deputy Chairman of the State Land Committee of the Russian Federation.
In 1999 - 2000 - First Deputy Chairman of the Russian State Committee for Land Policy.
In 2000 - 2004 - First Deputy Head of the Federal Land Inventory Service of Russia.
In 2004 - 2009 - Deputy Head of the Federal Real Estate Cadastre Agency.
In 2009 - appointed as Deputy Head of the Federal Service of State Registration, Land Register and Mapping - Deputy Chief State registrar of the Russian Federation.
2012 - Adviser to the Head of the Federal Tax Service.
2012 - President of the Association of SROs in the cadastral activities - NP “National Chamber of cadastral engineers”.
