Education and Experience

Basic education: Mathematician. Doctorate at Nizhny Novgorod State National Research University, PhD. The research topic was Improving the Taxation System in Terms of Cadastral Valuation of Real Estate.

Since 1999 – Has been actively engaged in teaching in the field of cadastral valuation and taxation of real estate. Conducts courses:

At Intensive, the International School of Management of the Russian Academy of Government Service under the President of the Russian Federation, Moscow;

At the Institute for Architecture and Urban Planning of Nizhny Novgorod State University of Architecture and Civil Engineering, Nizhny Novgorod;

At the Institute for Real Estate Economics of the State University – Higher School of Economics, Moscow.

2007–2009 – Project Coordinator at the International Bank for Reconstruction and Development: Development and Testing of the System for Cadastral (Mass) Valuation of Real Estate in the Russian Federation.

2005 – Graduated from the President's Program of Management Training, and was trained overseas in Poland and England.

2003 – Underwent the Enterprise (Business) Appraisal training program at the International Law Institute under the Ministry of Justice of the Russian Federation.
