Born on March 19, 1977 in Arzamas, Nizhny Novgorod region. Graduated from Lobachevsky State University of Nizhny Novgorod, Legal Studies Department with lawyer’s diploma, Nizhny Novgorod State University of Technology, majoring in radioelectronic communications design and technology, with a diploma of design and technology engineer.
1999-2001 — general counsel at JSC “Arzamasstroy”.
2001-2002 — head of legal department at FSUE “Rosspirtprom” branch.
2002-2003 — Deputy Chairman of Property Relations Committee of the City of Arzamas.
2004-2005 — Acting Deputy Mayor of the City of Arzamas for property relations, Chairman of Property Relations Committee.
2005-2007 — Deputy Head — Head of Department for Control over financial markets, advertising and protection from unfair competition of Nizhny Novgorod office of the Federal Anti-Monopoly Ministry of Russia.
December 03, 2007 — appointed Head of Vladimir office of the Federal Anti-Monopoly Ministry of Russia.
Since July 25, 2012 — appointed Head of the Department for Control over Utilities, Construction and Natural Resources.
