Was born on October 4, 1966  in Isilkul, Omsk Region.

1984-1986

He served in the Armed Forces, Airborne Forces.

In 1992 graduated from the Moscow Higher Police School of the MIA of the Russian Federation with a degree in law, in 1999 graduated from the Russian Presidential Academy of Public Administration under the President of the Russian Federation with a specialization in state and municipal management (with a degree in finance and credit).

He served in the Internal Affairs Agencies.

1994-1996

Deputy Chairman of the Management Board of the Joint Stock Commercial Bank "MosSibInterBank".

1996-1997

Advisor to the Minister of the Russian Federation for Cooperation with the CIS Member States, Head of the Ministry’s Finance and Credit Department.

1997-1998

Deputy Minister of the Russian Federation for Cooperation with the CIS Member States.

Head of the Department for income support for road funds of the Federal Road Service of Russia.

He was awarded with the Gratitude of the President of the Russian Federation (2003, 2008), the Order of Honour (2009), the Order of Friendship (2014), the Medal "In Commemoration of the 300th Anniversary of Saint Petersburg"  (2003).

He is married and has a son.
